This essay outlines the current counterinsurgency model, with an emphasis on its domestic application in the United States. Bryant and his coworkers sat in front of 14 computer monitors and four keyboards. When Bryant pressed a button in New Mexico, someone died on the other side of the world.<br />
<br />
The container is filled with the humming of computers. It's the brain of a drone, known as a cockpit in Air Force parlance. But the pilots in the container aren't flying through the air. They're just sitting at the controls.<br />
<br />
Bryant was one of them, and he remembers one incident very clearly when a Predator drone was circling in a figure-eight pattern in the sky above Afghanistan, more than 10,000 kilometers (6,250 miles) away. There was a flat-roofed house made of mud, with a shed used to hold goats in the crosshairs, as Bryant recalls. When he received the order to fire, he pressed a button with his left hand and marked the roof with a laser. The pilot sitting next to him pressed the trigger on a joystick, causing the drone to launch a Hellfire missile. There were 16 seconds left until impact.<br />
<br />
"These moments are like in slow motion," he says today. Images taken with an infrared camera attached to the drone appeared on his monitor, transmitted by satellite, with a two-to-five-second time delay.<br />
<br />
With seven seconds left to go, there was no one to be seen on the ground. Bryant could still have diverted the missile at that point. Then it was down to three seconds. Bryant felt as if he had to count each individual pixel on the monitor. Suddenly a child walked around the corner, he says.<br />
<br />
Second zero was the moment in which Bryant's digital world collided with the real one in a village between Baghlan and Mazar-e-Sharif.<br />
<br />
Bryant saw a flash on the screen: the explosion. Parts of the building collapsed. The child had disappeared. Bryant had a sick feeling in his stomach.<br />
<br />
"Did we just kill a kid?" he asked the man sitting next to him.<br />
<br />
"Yeah, I guess that was a kid," the pilot replied.<br />
<br />
"Was that a kid?" they wrote into a chat window on the monitor.<br />
<br />
Then, someone they didn't know answered, someone sitting in a military command center somewhere in the world who had observed their attack. "No. That was a dog," the person wrote.<br />
<br />
They reviewed the scene on video. A dog on two legs?<br />
<br />
When Bryant left the container that day, he stepped directly into America: dry grasslands stretching to the horizon, fields and the smell of liquid manure. Every few seconds, a light on the radar tower at the Cannon Air Force Base flashed in the twilight. There was no war going on there.<br />
<br />
Modern warfare is as invisible as a thought, deprived of its meaning by distance. It is no unfettered war, but one that is controlled from small high-tech centers in various places in the world. The new (way of conducting) war is supposed to be more precise than the old one, which is why some call it "more humane." It's the war of an intellectual, a war United States President Barack Obama has promoted more than any of his predecessors... [<a href="http://www.spiegel.de/international/world/pain-continues-after-war-for-american-drone-pilot-a-872726.html">More @ Spiegel</a>]</blockquote><STRONG><BIG><BIG>M</BIG></BIG>ore</STRONG> on the end effects of drugging soldiers to over-ride their psychological problems arising from being little more than government legitimized murderers here:<blockquote>As the chemical interventions grow bolder and more sophisticated, we should not be surprised that some are beginning to cast their eyes beyond droopy eyelids and sore muscles. Chief among the new horizons is the alluring notion of psychological prophylactics: drugs used to pre-empt the often nasty effects of combat stress on soldiers, particularly that perennial veteran's bugaboo known as post-traumatic stress disorder syndrome. In the U.S., where roughly two-fifths of troops returning from combat deployments are presenting serious mental health problems, PTSD has gone political in form of the Psychological Kevlar Act, which would direct the Secretary of Defense to implement "preventive and early-intervention measures" to protect troops against "stress-related psychopathologies." [<a href="http://www.alternet.org/story/84178/america%27s_chemically_modified_21st_century_soldiers">More @ Alternet</a>]</blockquote><STRONG><BIG><BIG>I</BIG></BIG>n</STRONG> the civilian world it's quite visible 'meds' more often than not CAUSE behaviors far more erratic and potentially more violent than the behaviors treated, and at least one Neuroanthropologist seems to think "Psychological Kevlar" is little more than a joke... Pointing out the apparent illegitimacy of treating a wide variety of emotional and psychological issues with a very narrow pharmacological 'brush':<blockquote>The Alternet article points to research done by the US military on the use of these drugs with soldiers, although it’s not clear to me how discriminating their use would be. PTSD seems to arise, not only from horrible events in which one is a passive participant, but also when one is an active agent. The concern is that the drugs will be used, not merely to aid soldiers who are traumatized by violence against them and their colleagues, but also by their own actions: medicating away the pains of conscience, is how the Alternet piece puts it.<br />
<br />
I think that this distinction, although very difficult to apply in practice, is at the heart of disagreements about whether these drugs are ethical or moral. Most Westerners, in my opinion, believe that the pain caused by one’s own guilty conscience is one of the few constraints on human barbarity, especially in wartime. We tend to fear those without conscience and worry that certain acts in wartime — torture, war crimes, attacks on civilians — are only prevented by a healthy conscience. Engaging in these acts also allegedly undermines or damages the conscience so that we worry about the chance that a soldier might be unable to return to civilian life, to restore the conscience that restrains violence in everyday life. So one of the causes of disagreement seems to be whether or not the critics or advocates focus on PTSD in circumstances where a soldier is victim of a road-side bombing, a rocket attack, or witnesses a friend killed or if they example we consider is the troubled conscience of a soldier who has engaged in a massacre, seen the effects of his or her own side’s weapons, or been affected by the suffering of civilians. In one set of examples, it’s hard to argue that the individual is responsible, in others, it’s clear that the person to be medicated is guilty on different levels, and in other examples, it’s not really clear who would be considered responsible.<br />

But I’m also not sure propanolol would work on all cases, especially those of the ‘guilty conscience’ variety. <br />This is not surprising if one considers the county and city of Santa Cruz never wanted a shelter program to start with, so they've done their best, with taxpayers dollars, to make it absolutely useless to anyone but exactly the cohort within the homeless population that the Santa Cruz Sentinel, the Downtown (<i>business</i>) Association, and Take Back Santa Cruz complain about... Funny how that happens. You'd think they had created their own perception management program for vilifying the homeless.

Only people who have been institutionalized, unaware they're being institutionalized, or forced by circumstances beyond their control into an institutionalized environment, would tolerate it, and many of the people mentioned, the mentally ill, drug addicts in need of substance abuse/psychological care, and sociopaths unable to integrate in a cooperative manner with the larger community of homeless, make the best 'poster people' for 'everything wrong with the homeless'.

<br />Ask any of the literally thousands of travelers coming through Santa Cruz every year, some young and adventurous... 'roadies', some older and simply looking for work or a safe place where they won't freeze to death in the winter.

<br />Ask them if they've been out to 'River Street'.

<br />They'll tell you either they'd been there, but won't be again, or that they'd heard through the grapevine before they ever arrived in town that SCRCH is an out of control behavioral health unit and were warned to stay away from it.

<br />It's disgusting that homeless 'activists' in Santa Cruz would support a facility like this... but they do.
<br />
<br />It's NOT a 'shelter'... Or even a 'resource center'. It's a county run prison yard for drug addicts and people with' behavioral problems' who can be used by the city and business community as PR and rationale for their overall hostile attitude and often illegal (<i>unconstitutional laws intended to target the homeless and blatantly selective enforcement of those laws</i>) behavior towards their un-housed citizens, whom a recent survey showed a large majority of those people were working and housed in the area until unchecked redevelopment and gentrification occurred in the wake of the 1989 Loma Prieta Earthquake . ~~Razer Ray

Even still one must pity people so poor that all they have are money and 'things'.</b>

<br />As someone who has worked in homeless shelters I am very aware that the vast majority of homeless shelter workers are good people who are doing their best. I am glad that homeless shelters exist to help people without homes. However, it would be an injustice to pretend that homeless shelters in America are plentiful enough or that all of those shelters that exist are safe enough, or free from downsides.</small></i></b></font></blockquote>I spent a lot of the time when I was homeless sleeping "in the rough" which is another way of saying outdoors. I've been asked a lot of times why I didn't just stay in homeless shelters. The two answers most homed people will give as to why homeless people don't use shelters is that either such people are drug users and drug use is against homeless shelter rules or that some people refuse to follow homeless shelter rules pertaining to check in and checkout.

<br />The issue is pretty complex, but no, I was neither using drugs nor too defiant to obey homeless shelter rules. I'd like to give my reasons for sleeping in the rough and also some of the reasons I've seen other homeless people avoid shelters while exposing some common homeless shelter dangers. <br />Contrary to popular belief, many homeless people have jobs. Because check in hours for shelters are often rigid and the process of waiting in line and checking in usually takes hours, most working homeless people cannot use them. Other homeless people work evening or night hours which don't allow them to get into a shelter before curfew. People who work from nine to five usually can't use homeless shelters, either; by the time they get off work, it's usually too late for them to get in line to check into a shelter.
<br />
<br />Another reason some homeless shelters are incompatible with having a job is that they require the shelter users to attend AA or other drug abuse rehab classes (often held during normal work hours) every day they use the shelter - whether those people have a drug or alcohol problem or not.

<br />By the time I had a regular job, I had decided to sleep outside exclusively so this was not a problem for me.

Occupy Los Angeles believes that until this happens, we should have no more closed-door discussions regarding our continuing occupation of City Hall.<br /><br /><STRONG><BIG><BIG>T</BIG></BIG>he City Council – in line with government in general – is an authority which is more accountable to developers and corporations than the public.</STRONG> The very act of the Los Angeles City Council requesting the physical removal of Los Angeles Occupiers without redressing the grievances which were specifically referenced in the inclusion of our adopted ‘Declaration of the Occupation of New York City’, and in the City Council’s ’1st Amendment Rights / Occupy Los Angeles / Responsible Banking Resolution’ — is in effect supporting the removal of all Occupations from public space by any means.<br /><br /><strong><big><big>W</big></big>e cannot negotiate with such an institution without undermining our sister occupations across the globe</strong> who are suffering from oppressive force and attacks upon their inherent human rights to free speech and assembly, protected in this country under the First Amendment. We refer here to episodes in Oakland, Boston, New York, Portland, UC Davis and San Francisco, to name but a few.<br /><br /><strong><big><big>We</big></big> refer to those further afield, in Tahrir Square in Egypt, in Madrid, Greece, London and more.</strong> Teargas, pepper spray, beatings, jail, suppression and intimidation have been used as a coercive method of silencing our movement and our desire for global change.<br /><br /><STRONG><BIG><BIG>W</BIG></BIG>e reject outright the City’s attempts to lure us out of City Hall and into negotiations by offering us nebulous, non-transparent and unconfirmed offers which fail to even begin to address our local grievances. We will continue to occupy this space, in solidarity with our global movement, until the forces of the few are forced to capitulate to the power of the people.</STRONG><br /><br /><STRONG><BIG><BIG>W</BIG></BIG>hen the following grievances have been addressed – grievances which we have agreed upon as a movement through our General Assembly as advancing our cause and providing for the people of Los Angeles – we as a movement will be happy to initiate dialogue with the Mayor and Los Angeles City Council.</STRONG><br /><br /><STRONG><BIG><BIG>A</BIG></BIG>n office space of 10,000 square feet would not have addressed these grievances.</STRONG> While the grievances listed below are localized, we believe that they promote the underlying foundations and principles of our movement, which include, but are not limited to: providing for basic, fundamental and inalienable human rights such as shelter, food, healthcare, freedom of choice, sexual orientation, gender equality and education — and the right most paramount to a free and democratic society — the right to self-govern. Detailed demands which encompass our greater world view will be released at a later date by our Demands and Objectives Committee through the General Assembly.<br /><br /><br /><STRONG>GRIEVANCES NOT ADDRESSED</STRONG><br /><br /> A moratorium on all foreclosures in the City of Los Angeles. The City of Los Angeles to divest from all major banks, and money to be removed from politics.<br /><br /> A citywide effort undertaken to solve the homelessness problem which has led to 18,000 homeless people sleeping on Skid Row every night. Rehabilitation and housing must be provided for all homeless people.<br /><br /> South Central Farm to be returned to the same LA community from which it was taken, and all other vacant and distressed land be open for the community use, and money to the tune of 1 million dollars – taken from Skid Row and given to the multi million dollar NFL firm – to be returned to Skid Row.<br /><br /> Los Angeles to be declared a sanctuary city for the undocumented, deportations to be discontinued and cooperation with immigration authorities be ended – including the turning in of arrestees’ names to immigration authorities.<br /><br /> All forms of weaponry used by multiple law enforcement officials – including, but not limited, to rubber bullets, pepper spray, verbal abuse, arrest, foam batons, long-range acoustic devices and more – are not to be used on those exercising their First Amendment Rights to petition our government for redress of grievances. We do not accept interference with freedom of the press and the public to document police actions in public spaces. Dast!...</EM>), actively hostile towards local Veterans, with <EM><STRONG><a target="_blank" href="http://j.mp/tuXAS2">the closure of the Bill Motto Post #1588 VFW building</A></STRONG></EM> under suspicious circumstances and the now ongoing delay in getting the building repaired and reopened.<br /><br />The building was, and WILL BE AGAIN, the home of the annual community Thanksgiving and Christmas day dinner for all.
